Ah, since I didn't modify git-phab itself, it didn't complain. But it now does complain, e.g. on D5712. Oops.

The commit is nice, but adds the explanation and links to the README, not the manual. The links are excellent. I suppose the manual is aimed for a user who is not a repository maintainer? In that case it is fine.
pq closed T7476: Install fails for no permissions as a user as "Rejected".
The current guide forces the user to learn about pip3. That's probably a good thing.

The current repository must contain a valid .arcconfig file and a remote location to push submitted branches must be defined using:
git config phab.remote <remote>
There is no reference on how to set up .arcconfig. Please add at least pointers on how to do that.

Installing with --user is perfectly fine but then you need to make sure ~.local/bin is in your PATH
